Overview
This project focuses on implementing an integrated online system for permitting, licensing,
and code compliance, driven by a workflow decision engine. The primary goal of this implementation is to provide customers with a seamless online portal where they can submit, upload, and track progress for permit applications across all departments involved in the process. The project will be rolled out in two phases to ensure smooth implementation, ultimately making it easier for businesses and residents to interact and do business with the City of Homestead.
In addition to the core permitting solution, the City will implement an electronic plans review system, allowing for the validation of signed and sealed drawings and automating the routing of projects. This system will enable simultaneous reviews by multiple departments, significantly reducing the time required to issue permits and licenses plan.
Finally, a citywide payment processing solution will be introduced, offering customers an online platform for making payments across all departments. This one-stop shop will streamline payment reconciliation for the Finance and Budget teams while enhancing customer experience and ensuring timely revenue collection for the City.
Implementation Approach:
The project is being implemented in phases to ensure a smooth transition, allowing staff and customers to gradually adapt to the new system while minimizing disruptions to city services and operations.
- Phase 1: Configuration and deployment of Tyler Technology Citizen Access Portal, Code Compliance Ticketing, Notice of Violation, and Unsafe Structure Processes, Citywide Online Payment Processing & Cashiering Solution, Electronic Plans Review Solution (DigiPlan), Online Contractor Registration, and implementation of Public Works Right of Way Permits, Water & Sewer Hydraulic Analysis Requests, , HPS Energy Disconnect/Reconnect Request, and numerous Residential Building Permit Applications.
- Phase 2: Configuration and deployment of all other building permit applications, business licensing, certificate of use applications, inspections, community planning modules, Special Events Permits, Solid Waste Service Requests, all other HPS Energy permits, and all other public works processes.
Target Implementation Timeline:
The rollout of the City’s online permitting, licensing, electronic plans review, code compliance solution, and citywide online payment process will occur in two phases:
- Phase 1: October 2025
- Phase 2: December 2026
Each phase is designed to progressively enhance the City’s operations and services.
