Private Provider Procedure

The use of Private Providers is authorized by law in Section 553.791, Florida Statutes, Alternative Plans Review and Inspection. The Private Provider is contracted by the Owner or Contractor and Owner to provide building code inspection services, but in technical matters is subject to the authority of the Building Official. Private Provider services may include inspections only, or plans review and inspections. The City of Homestead will not allow plans review only. The Private Provider’s role may be modified at any time by submitting a revised “NTBO”, subject to the restrictions set forth below.

An Owner may elect to use a Private Provider at any time before the first required inspection. However, the Private Provider is recognized only after the City of Homestead reviews and accepts the “Notice to Building Official” (NTBO). All documentation must use official City of Homestead forms, except the inspection reports may show the Private Provider’s letterhead.

Private Provider’s role: Private Providers may review plans and perform inspections for the following disciplines only: Building, Roofing, Structural, Electrical, Mechanical and Plumbing. Zoning, Public Works, Fire etc. are not allowed under State Statutes 553.791.

Changing the Private Provider during plans review: If the Private Provider is terminated, the Owner/Contractor and Owner must secure another Private Provider to assume the plan review duties until the completion of the project. The City of Homestead will not take over plan review, unless the permit holder chooses to start the process over again and have the Private Provider only do inspections.

Changing the Private Provider during inspections: If the Private Provider is terminated, the Owner/Contractor and Owner must secure another Private Provider to assume the inspection duties until the completion of the project. The City of Homestead will not take over inspection duties.     

Fee's

Fee adjustments for building permits: A reduction in permit fees may apply, as follows: For plans review and inspections, the building department portion of the permit fees will be reduced by ten percent (10%). For inspections only (or if the City began to review the plans before the Private Provider election was finalized), the fees will be reduced by five percent (5%).

Private Providers must be registered with Miami-Dade County. 

How to Submit Documents

The City of Homestead requires to create (2) folders, (a firm registry book and a project folder) to continue with your request, please provide the following for each:

Firm Registration: 

  • Registry / Licensee Details of the company / firm.
  • DBPR State certificate with License number for the company 
  • Duly Authorized Representative Resume's, copy of DBPR state certifications & Driver License for (Qualifiers, Plan Examiners & Inspectors for all DAR that will be working in the City of Homestead).
  • W'2 Forms to verify reemployment assistant benefits can be obtained. Social Security numbers and Salary can be redacted. F.S. 553.791 (8)

* If a W-2 form cannot be provided, then an Employment Affidavit must be provided indicating that the person/s are able to obtain reemployment assistance benefits, signed & notarized by a Human Resources (HR) admin. *

  • Certificate of Liability & Workers Comp (Make certificate holder to City of Homestead Building Department 100 Civic Court Homestead, FL 33030) F.S. 553.791 (18).
