The City of Homestead is relaunching its utility assistance program, previously known as the Homestead Energy Lend a Hand Program (HELP), with a new name, an expanded scope, and updated eligibility criteria to better serve Homestead Public Service (HPS) customers. Following recent approval by the Homestead City Council, the program will be reintroduced as Homestead C.A.R.E.S. – Customer Assistance for Reliable Essential Services.
Administered by the City’s Community Development and Human Services Division (CDHS), Homestead C.A.R.E.S. provides financial assistance to Homestead Public Services (HPS) customers experiencing temporary financial hardship. Qualified households may receive up to a $500 credit, max for the year, toward their HPS electric utility bill to help prevent service disconnection.
“Homestead C.A.R.E.S. reflects our ongoing commitment to supporting our residents and utility customers during challenging times,” said Mayor Steven Losner. “Whether someone is facing a sudden job loss, medical crisis, or other financial hardship, this program provides critical relief that can make a real difference."
Applications open on Monday, June 23, 2025. Applicants must submit their applications and supporting documentation using the following link: Homestead C.A.R.E.S. Online Form.
Assistance is awarded on a first-come, first-served basis, contingent upon submission of all required documentation, and is subject to funding availability. The program is funded through a combination of annual City contributions and voluntary donations from HPS utility customers.
