If you are experiencing financial hardship and are unable to pay your electric bills, you may be eligible for assistance programs that can help keep your household safe and connected to essential services.
Miami-Dade County
- LIHEAP (Low-Income Home Energy Assistance Program) - Helps residents pay for heating and cooling bills. Crisis LIHEAP resolves home energy emergencies, including disconnects and final notices. Apply on the Florida LIHEAP website.
- EHEAP (Emergency Home Energy Assistance for the Elderly Program) - Offers energy assistance for residents 60 years and older.
- Florida Power and Light (FPL) Care to Share Program - Offers emergency assistance to FPL customers experiencing temporary financial difficulties to help pay their electric bills.
City of Homestead
The Homestead C.A.R.E.S. (Customer Assistance for Reliable Essential Services) Program provides financial assistance exclusively for Homestead Public Service (HPS) customers struggling to pay their electric bills. This program is funded by the City of Homestead to help prevent utility disconnection for eligible residents facing financial hardship.
HPS customers have the ability to contribute directly to Homestead CARES through the HPS payment portal. By donating, you are supporting fellow community members in need of temporary utility assistance.

Miami-Dade County Programs (LIHEAP, EHEAP & FPL Care to Share Program)
To qualify for LIHEAP or EHEAP, residents must:
- Reside in one of the following zip codes: 33030, 33033, 33034, 33035, 33039, 33090, 33092, 33031, and 33032
- Have a household income within program limits
- Provide proof of financial hardship or utility disconnection notice
- Be a U.S. citizen or have legal permanent resident status
- Be 18 years or older (60 years of age or older for EHEAP) and possess a valid State of Florida ID
- Have a valid Social Security Card for all household members (applies only to Miami-Dade County programs)
- Seniors, people with disabilities, and families with children may receive priority assistance
To qualify for FPL's Care to Share Program, residents must:
- Reside in FPL's service area.
- Have an active FPL account or reside at the service location.
- Possess identification matching the FPL account address.
- Provide a delinquent FPL bill, final notice, or disconnect notice.
- Be in imminent danger of disconnection or already disconnected.
- Demonstrate a plan to pay future bills.
- Show proof of a personal or family crisis.
- Have exhausted other available energy assistance sources, such as government-funded programs.
- Meet the United Way ALICE income guidelines.
- Sign an Authorization for Release of General and/or Confidential Information.
- Have no history of fraud or service tampering.
City of Homestead - Homestead C.A.R.E.S. Program
To qualify for Homestead CARES, residents must:
- Be an HPS Electric customer and reside at the service address (City of Homestead residents and non-residents served by HPS)
- Present a delinquent bill, final notice, or disconnection notice.
- Be at risk of disconnection or have already experienced disconnection.
- Must demonstrate a feasible plan to pay future utility bills
- Provide valid photo ID that matches the service address.
- Meet the ALICE income threshold and demonstrate financial hardship.
- Submit notarized documentation of a verifiable crisis affecting your ability to pay (e.g., job loss, medical emergency, etc.).
- Have no history of utility fraud or tampering.
Priority may be given to households with seniors (60+), children under 10, or individuals with disabilities. You will be required to upload supporting documents to verify your eligibility.
Please Note: Qualified households may receive up to a $500 credit toward their HPS electric utility bill to help prevent service disconnection. Once a household has reached the $500 threshold, they will not be eligible for additional assistance through the program for a period of twelve (12) months from the date the full award amount is issued.

To apply for the Homestead C.A.R.E.S eligible residents must complete the online application form and upload all required supporting documentation.
Steps to apply:

- Gather all required documentation, including:
- Valid photo ID matching your service address
- Most recent HPS utility bill
- Delinquency or disconnection notice
- Last two paystubs or proof of income
- Notarized documentation of financial crisis
- Any documentation supporting priority eligibility (e.g., for seniors, children, or persons with disabilities)
- Complete and submit the application online
Once submitted, your application will be reviewed by the Community Development and Human Services Division. You will be contacted if additional information/documentation is needed or once a determination has been made.
