The City of Homestead’s minimum insurance requirements consist of the following:

Excess/Umbrella policy can be used to satisfy the limits required above. The insurance requirements applicable to a specific procurement can be found within the City of Homestead’s Solicitations & Results (Bids & RFPs) and the resulting Contract.

Many insurance agents will add comments on an insurance certificate acknowledging an additional insured endorsement or a waiver of subrogation. However, if you look carefully at the header of the certificate as indicated in the image below the certificate alone is not able to confer these rights.
True copies of the policy endorsements are required to accompany your insurance certificate as demonstrated in the samples in question 2.
Sole proprietors and partners engaged in the non-construction industry who employ three or fewer full or part-time employees may be exempt from providing proof of Workers’ Compensation coverage depending on the scope of service being provided. However, if the sole proprietor or partner engages in a construction- related activity as defined in subsection 440.02(10), Florida Statutes, or in Rule 69L-6.021, Florida Administrative Code, the business must comply with the Workers’ Compensation coverage requirements for the construction industry.

The City of Homestead reserves the right to modify the types and limits of insurance to meet the demands of special or unique circumstances. Furthermore, elective exemptions are subject to approval by Risk Management.
Yes, depending on the contract and scope of work, you may be required to provide additional insurance.
If any liability insurance is issued on a claims-made basis, the Awarded Bidder agrees to maintain continuous coverage for at least 3 years after the completion and acceptance of the work. This can be achieved either through the purchase of an extended reporting provision or by obtaining successive renewals. The Retroactive Date must be provided and should not be later than the earlier date of the agreement or the date performance/occupancy began thereunder.If any liability insurance is issued on a claims-made basis, the Awarded Bidder agrees to maintain continuous coverage for at least 3 years after the completion and acceptance of the work. No, but any deductibles and/or self-insurance retention must be disclosed to City and, if over $100,000, approved by the City in advance and in writing, including at City’s option being guaranteed, reduced, or eliminated. The Awarded Bidder shall be fully responsible for any deductible or self insurance retention. In the event a claim is presented, which would have been covered but for a deductible or self-insurance retention, City may withhold from any payment due to Award Bidder, under any agreement with the City, an amount equal to the same to cover such loss should full recovery not be obtained under the policy.
