Kemarr Brown, LL.M., MAIA is a dynamic and results-driven public administrator with more than 15 years of municipal leadership experience and nearly two years of service with the City of Homestead. Since joining the City in May 2024, she has played a pivotal role in modernizing operations, strengthening organizational performance, and advancing strategic priorities. In recognition of her leadership and impact, she was promoted to Deputy City Manager in February 2025.

A highly technology-oriented executive, Deputy City Manager Brown has led the implementation of several transformative GovTech initiatives, including EPL-Build, the City’s online licensing and permitting platform; JustFOIA, the City’s public records request system; online appointment scheduling software; and enhanced GIS systems to support data-driven decision-making. She also helped drive the City of Homestead’s first-ever Strategic Plan, aligning departmental goals with long-term community and organizational priorities.

In addition to operational leadership, Kemarr serves as a key leader for the City’s Discover Homestead tourism and marketing brand, helping shape its vision, positioning, and strategic direction to elevate Homestead’s identity as a destination for residents, visitors, and businesses. She is also a lead strategist in reshaping the City’s overall communications presence, guiding efforts to modernize messaging, strengthen brand consistency, expand digital engagement, and improve transparency and public trust.

Throughout her career, Kemarr has demonstrated a strong ability to lead large-scale organizational change, optimize people and processes, and improve service delivery through innovative solutions. She is known for developing forward-thinking strategies that enhance workforce efficiency, increase transparency, and position municipalities for sustainable growth.

Prior to joining the City of Homestead, Kemarr served as Deputy City Manager for the City of North Miami Beach, where she oversaw a $39 million Capital Improvement Program portfolio, implemented a new solid waste contract, and managed citywide infrastructure and operations. She also previously served as Enterprise Program Manager and Assistant Director of Planning for the City of Miami, where she guided development projects through the entitlement and permitting process and implemented business systems to improve interdepartmental coordination.
