The City of Homestead responded Thursday evening, February 12, to reports of low water pressure affecting the northeast area of the City, served by the Miami-Dade Water and Sewer Department (MDWASD).

The MDWASD emergency line was contacted to formally report the outage in the MDWASD service area. During the investigation, it was determined that a water valve feeding the interconnect between the City and Miami-Dade County had been inadvertently closed. It was promptly reopened, system pressure began to normalize, and service was restored shortly thereafter.

City and MDWASD teams worked side by side at the interconnect site to troubleshoot the problem. 

It is noted that this incident was separate and unrelated to the Modified Phase II Water Shortage Warning issued by the South Florida Water Management District. The regional warning is the result of drought conditions and increased demand, while this situation stemmed from an operational issue within the interconnect.The City of Homestead maintains continuous coordination with MDWASD to ensure service reliability. Although this appears to have been an isolated event, the City will continue working with MDWASD to minimize the likelihood of similar incidents in the future.

The City of Homestead, in partnership with the University of Miami Sylvester Comprehensive Cancer Center’s Office of Outreach & Engagement, will host a Free Cancer Screening Event on Monday, February 2, 2026, providing residents with access to essential preventative health services at no cost.

The event will take place from 1:00 PM to 5:00 PM at the Homestead Police Athletic League (PAL), located at 600 SW 14th Avenue, Homestead, Florida 33030. Services will be provided through Sylvester’s Game Changer mobile health unit, which delivers free health and cancer screenings to communities with limited access to care.

In addition to cancer screening, attendees may also receive screening for body mass index (BMI), blood pressure, cholesterol, and glucose checks. Participants must be fasting prior to cholesterol and glucose screenings. The event will also include education on cancer prevention and the importance of early detection.

There is no cost to participants, and services are provided by licensed healthcare professionals. Screenings are available on a first-come, first-served basis while supplies last.

The City of Homestead has received grant funding to support its Urban Tree Reforestation Project, which will enhance the city’s tree canopy and improve neighborhood aesthetics and environmental health.

The project was supported by Congressman Carlos Gimenez and funding is provided by the U.S. Forest Service through the 2024 Urban and Community Forestry – Inflation Reduction Act Grant Program. The grant was awarded to the City of Homestead in the amount of $49,500 by the Florida Forest Service (FFS), a division of the Florida Department of Agriculture and Consumer Services (FDACS), which administers the program at the state level.

Through this funding, the City of Homestead planted 51 Florida native trees within the public right-of-way along SW 187th Avenue (Redland Road), between NW 15th Street (Kings Highway / SW 304th Street) and NW 8th Street (Campbell Drive / SW 312th Street). The newly planted trees will help increase shade, reduce urban heat, improve air quality, manage stormwater runoff, and enhance the overall quality of life for residents.

“This investment in our urban forest reflects our commitment to sustainability and environmental stewardship,” said Steven D. Losner, Mayor. “We are grateful to the U.S. Forest Service and the Florida Forest Service for their support in helping Homestead expand its tree canopy with native species that are well-suited to our local environment.”

The Urban Tree Reforestation Project aligns with the City’s ongoing efforts to promote resilience, beautification, and long-term environmental benefits through responsible urban forestry practices.

The City of Homestead is launching a new monthly Karaoke Night in the Park, inviting residents and visitors to enjoy a free, family-friendly community event held on the first Friday of each month at Losner Park. The first edition, themed Latin Night, will take place on Friday, February 6, from 6:00 p.m. to 10:00 p.m., at 104 N. Krome Avenue.

Hosted under the Discover Homestead brand, the City’s newly revamped tourism, marketing, placemaking brand, the Karaoke Night in the Park brings neighbors together for an evening of music, entertainment, and community connection in the heart of Downtown Homestead. Attendees are encouraged to step up to the microphone, sing their favorite songs, and enjoy a relaxed, open-air atmosphere under the park lights.

Held every first Friday of the month, Karaoke Night in the Park supports the City’s ongoing efforts to activate Downtown Homestead, create consistent foot traffic, and encourage residents and visitors to engage with local businesses and public spaces. These activations reflect the City’s broader commitment to using community events as a catalyst for economic development and long-term vibrancy throughout Homestead.

City of Homestead to Host Public Meetings on Proposed Safe Routes to School Improvements for Redondo Elementary

The City of Homestead invites residents, parents, and community stakeholders to participate in upcoming in-person and virtual public meetings to provide input on proposed Safe Routes to School improvements aimed at enhancing pedestrian safety and accessibility for students and families of Redondo Elementary. 

The proposed improvements include the construction of a multi-use path along NW 10 Avenue from NW 13 Street to NW 15 Street, with a continuation along the north side of NW 13 Street from the Redondo School parking lot entrance to NW 10 Avenue, as shown on the project map. These enhancements are intended to create safer walking and biking routes, improve connectivity, and support a more walkable community.

The City is working in coordination with the Miami-Dade County School Board as part of the planning process and is seeking public feedback to help shape the project’s design and implementation.

The City of Homestead is pleased to announce the launch of a Swimming Lessons Program for Homestead youth, with the first session beginning on February 9, 2026. The program promotes water safety and swim readiness for children and teens in the community.

This initiative is funded by the Community Development Block Grant (CDBG) Program, a federal program administered by the U.S. Department of Housing and Urban Development (HUD) that supports services benefiting low-to-moderate income residents. 

The two-week program will be held Monday through Thursday, and all participants must commit to attending all scheduled classes for the full two-week session. Classes will be led by certified instructors. Sessions are available for youth ages 3 to 17, with limited space available.

Daily class offerings include:

• 5:15–6:00 PM – Parent & Child Aquatics (Ages 3–5)
• 6:15–7:00 PM – Learn to Swim, Level 1 (Ages 6–17)

The City of Homestead is informing residents of upcoming electric rate adjustments that will take effect in early 2026. These changes will impact customers served by Florida Power & Light (FPL) as well as those served by the City’s municipal utility, Homestead Public Services (HPS) Energy. While both utilities will experience increases, it is important for residents to understand which provider supplies their electricity.

Recently, the Florida Public Service Commission (FPSC) approved a new multi-year rate plan for Florida Power & Light, which will result in incremental electric rate increases for FPL customers over the next four years starting January 2026.

Similarly, HPS Energy customers will also see an electric rate adjustment beginning in February 2026. These adjustments are necessary to address rising fuel and operational costs, as well as to support continued investments in critical infrastructure upgrades that strengthen system reliability.

“These investments are essential to maintaining a resilient electric grid,” said Barbara Quinones, Director of HPS Energy. “In Florida, where severe weather events are increasingly common, infrastructure improvements help reduce outages, speed up restoration times, and ensure long-term service reliability.”

The City encourages residents to review their utility provider to better understand how these changes may affect their household. Residents served by FPL should refer directly to FPL, while HPS Energy customers can find additional information through Homestead Public Services.

The City of Homestead is proud to announce that it has been awarded a $4 million grant from the Florida Department of Environmental Protection (FDEP) as part of Governor Ron DeSantis’ newly announced resilience and water quality initiatives for Biscayne Bay.

Governor DeSantis held a press conference on Tuesday, December 9th at Florida International University’s Biscayne Bay North Campus to unveil a series of statewide investments aimed at improving water quality in Biscayne Bay and strengthening the long-term health of the region’s aquifer. During the event, the Governor announced grant awards to Miami-Dade County and several municipalities throughout South Florida to support infrastructure and resilience projects aligned with these goals.

As one of the awarded municipalities, the City of Homestead will receive $4,000,000 in state funding for the Krome Avenue Sewer Project, a critical initiative designed to expand sewer infrastructure, reduce reliance on septic systems, and protect the region’s groundwater and surface water resources. This project directly supports broader regional efforts to restore and preserve Biscayne Bay by reducing nutrient pollution and improving overall water quality.

“We are grateful to Governor DeSantis and FDEP for recognizing the importance of this project and investing in Homestead’s infrastructure and environmental future,” said City of Homestead Mayor Seven D.  Losner. “The Krome Avenue Sewer Project is essential to protecting our natural resources, supporting responsible development, and ensuring a resilient future for our community.”

The City of Homestead is calling on residents to Be Ready, Be CERTified as it launches its second Community Emergency Response Team (CERT) training course—taking place Thursdays, January 8 through February 19, 2026, with the final exam on February 21^st, from 6 PM to 9 PM at the William F. Dickinson Community Center (1601 N Krome Ave, Homestead, FL 33030). This new course builds on the proven success of Homestead’s inaugural CERT team, which has already been activated to support local preparedness and response efforts.

Homestead’s first CERT cohort has demonstrated the powerful impact trained residents can have during emergencies. Graduates have assisted with preparedness outreach, public education, and support at major community events—showing how trained volunteers strengthen the City’s overall emergency readiness. Their success has paved the way for expanding CERT training to a second team.

Conducted by Miami-Dade County Emergency Management, this free, hands-on program equips participants with essential life-saving skills such as disaster response, fire safety, basic medical aid, and search and rescue. These skills empower residents to help their families and neighborhoods when professional responders are not immediately available.

Attendance at all sessions is required to receive official CERT certification.

The City of Homestead encourages residents to take this opportunity to join a proven and growing network of trained community responders. Whether facing hurricanes, floods, or other emergencies, CERT volunteers play a crucial role in keeping Homestead safe and resilient.

This holiday season, don’t just celebrate — discover the magic of winter in a way only Homestead can deliver.

The City of Homestead has approved two measures to support federal employees residing within City limits who were furloughed or working without pay during the recent federal government shutdown, which officially concluded on November 13, 2025. Both items were adopted by the Homestead City Council on November 12, 2025, and provide continued relief during the post-shutdown recovery period.

The first measure establishes the Federal Workers Relief Program (FWRP), a temporary extension of the Homestead C.A.R.E.S. initiative. The program offers short-term utility assistance through Homestead Public Services (HPS) to eligible residents who experienced loss or delay of income during the shutdown.

Applicants must reside within the City of Homestead, have an active HPS account, and provide verification of federal employment showing furlough or excepted (working without pay) status during the shutdown. Required documentation includes a valid government-issued ID, the most recent HPS bill, and an official furlough or agency verification letter.

Applications are now open at homesteadfl.gov/CARES. Notifications and follow-ups will be sent by email from CDHS@homesteadfl.gov, and applicants should monitor their inbox and spam folders for updates.

The second measure authorizes the City Manager to suspend utility disconnections, late fees, and penalties for furloughed or unpaid federal employees for 60 days following the end of the shutdown, and to implement a 90-day payment plan to help residents repay accrued balances.

Now entering its third year, The ArtBeat—curated by founding artist Ms. Tawana in collaboration with ArtWalk Presents—continues its mission of spotlighting extraordinary creative voices. This year marks an exciting new partnership, blending The ArtBeat’s dynamic vision with the City’s Artist in the Spotlight program for a month-long visual arts exhibition that celebrates identity and expression.

The 2025 edition, “Blackity: Reframing Race, Ethnicity & Nationality Across the Diaspora,” challenges audiences to look beyond traditional narratives.

“This collaboration honors the transformative power of art to inspire, unite, and reframe how we see one another,” said Councilwoman Jenifer N. Bailey. “Through this partnership, we’re shining a light on artists who remind us that representation matters—and that our shared stories are both local and global.”

Through the State of Florida’s Alert Florida program, the City of Homestead now has access to a state-of-the-art emergency alert platform designed to deliver real-time notifications directly to residents, businesses, and organizations when threats or urgent situations arise.

Unlike systems focused solely on weather-related events, Ready Homestead is designed to notify the community about all types of emergencies — including natural disasters, hazardous materials incidents, public safety concerns, and other urgent situations.

The City of Homestead is developing a comprehensive Transportation Master Plan—and residents are invited to help shape the future of mobility in their community.

Led by the City’s Public Works, the multi-year plan will serve as a roadmap to enhance streets, sidewalks, bike paths, and overall transportation safety and connectivity throughout the City of Homestead. The plan considers all modes of transportation and aims to support a safer, more accessible, and efficient transportation network for the entire community.

Public feedback is essential to ensure the plan reflects local needs and priorities. Created by acclaimed artists AJ Davis and Kenny Maguire, the murals are the latest addition to the City of Homestead’s Art in Public Places Initiative, which integrates murals, sculptures, and other installations into shared spaces to foster cultural pride, civic engagement, and a deeper connection to Homestead’s unique identity.

About the Artists

AJ Davis, a multi-disciplinary artist from Denver, Colorado, brings a rich background in mural production, casting, and metal fabrication. His murals and installations span Europe, Indonesia, and Central America, merging painting and sculpture in compelling ways. Davis shared that he draws inspiration from the Everglades, featuring a striking blue heron alongside two of South Florida’s endangered species: the ghost orchid and the hieroglyphic moth.

Kenny Maguire, a seasoned painter and muralist with over 40 years of experience, has been transforming communities through vibrant, site-specific artwork since his youth. One of his most notable pieces, River of Grass, is a massive freehand mural of the Everglades at sunrise, painted on the side of the Seminole Theatre building using only 5-inch brushes. Maguire climbed to the top of the building more than 250 times to complete the mural, a testament to his remarkable dedication to public art. He has also completed murals in Fort Pierce, Key West, Tallahassee, and his home state of Ohio.

The City of Homestead is calling on residents to Be Ready, Be CERTified, as it relaunches its Community Emergency Response Team (CERT) training, a hands-on course designed to empower the public with life-saving skills for use in times of crisis.

Conducted by Miami-Dade County Emergency Management, this free training covers disaster response, fire safety, basic medical aid, search and rescue, and more—ensuring participants are ready to support their families and neighborhoods when professional responders are not immediately available.

The training will take place every Thursday evening from August 7 through September 18, 2025, from 6 PM to 9 PM, with a final session on Saturday, September 20, 2025, from 10 AM to 4 PM.

Attendance at all sessions is required to receive official CERT certification.

The City of Homestead encourages residents to take this opportunity to learn how to prepare, respond, and assist when it matters most. Whether it’s a hurricane, flood, or other local emergency, CERT training turns concerned citizens into capable responders.

The City of Homestead, in partnership with Global Empowerment Mission (GEM) and Farm Share, will host a Hurricane Preparedness Drive-Thru Distribution on Saturday, July 12, 2025, at Harris Field (1034 NE 8th St. Homestead, FL 33030). The event will begin at 10:00 a.m. and will operate on a first-come, first-served basis while supplies last.

As part of the City’s commitment to proactive emergency preparedness, the event will distribute Family Necessities Kits containing essential supplies to help Homestead residents prepare for the peak of hurricane season. The kits are designed to support basic needs during potential storm-related emergencies.

The distribution will follow a drive-thru format, allowing residents to remain safe in their vehicles while receiving supplies. This event is for City of Homestead residents only. All participants must present a valid ID to receive a kit. 

Additional community partners, including United Healthcare and Neighbors 4 Neighbors, are also supporting the initiative to ensure residents have access to vital preparedness resources.

The City of Homestead is relaunching its utility assistance program, previously known as the Homestead Energy Lend a Hand Program (HELP), with a new name, an expanded scope, and updated eligibility criteria to better serve Homestead Public Service (HPS) customers. Following recent approval by the Homestead City Council, the program will be reintroduced as Homestead C.A.R.E.S. – Customer Assistance for Reliable Essential Services.

Administered by the City’s Community Development and Human Services Division (CDHS), Homestead C.A.R.E.S. provides financial assistance to Homestead Public Services (HPS) customers experiencing temporary financial hardship. Qualified households may receive up to a $500 credit, max for the year, toward their HPS electric utility bill to help prevent service disconnection.

“Homestead C.A.R.E.S. reflects our ongoing commitment to supporting our residents and utility customers during challenging times,” said Mayor Steven Losner. “Whether someone is facing a sudden job loss, medical crisis, or other financial hardship, this program provides critical relief that can make a real difference."

The City of Homestead is excited to announce its partnership with CareerSource South Florida to launch the Summer Youth Employment Program, offering teens practical job experience and connecting local businesses with the workforce of tomorrow.

This dynamic initiative empowers young people ages 15 to 18 to build job skills, earn income, and gain valuable workplace experience — all while making a difference right here in our community. Participants will be placed in summer positions within the City of Homestead or eligible local businesses outside the city limits. Eligible participants will earn $13.88 per hour.

Homestead businesses and organizations are invited to host student workers at no cost. That’s right — The City of Homestead and CareerSource South Florida pays the students’ wages, while employers provide mentorship and real-world opportunities.

It’s official! The roar of engines, the thrill of high-speed competition, and the drama of a championship finish are officially coming back to Homestead. NASCAR officials announced early Tuesday they are bringing its Championship Weekend back to Homestead-Miami Speedway in November 2026, featuring the NASCAR Cup Series, NASCAR Xfinity Series, and NASCAR CRAFTSMAN Truck Series, marking a long-awaited return to what many drivers call the ultimate racetrack.

From 2002 through 2019, Homestead-Miami Speedway served as the final battleground for the Cup, Xfinity, and Truck Series championships. Known for its progressive banking, multi-groove racing, and driver-centric layout, Homestead has long been celebrated as one of the most competitive and entertaining venues on the NASCAR calendar.

“Homestead-Miami Speedway has a history of competitive, championship racing that will provide nostalgia for veteran drivers and fans and exhilaration for NASCAR’s new generation,” said Ben Kennedy, EVP, Chief Venue & Racing Innovation Officer.

NASCAR Championship Weekend will move to a new rotating model, starting 2026 in Homestead-Miami Speedway. This decision comes amid ongoing efforts from NASCAR, local officials, and the Greater Miami Convention and Visitors Bureau to reinvest in the South Florida racing experience. Behind the scenes, stakeholders have worked tirelessly to secure Homestead’s place in a new rotating championship host model, reaffirming the track’s value to the sport and the community.

The State of Florida recently enacted new legislation prohibiting the use of any additive that does not meet the statutory definition of a “Water Quality Additive”, including Fluorides, in public water systems, throughout the state. All publicly owned and operated water treatment plants are required to comply with this change to the Florida Statutes, as outlined in Chapter 403.852 and 403.859, effective July 1st, 2025. As a result, the City of Homestead is preparing to phase out the use and addition of Fluoride in its public water system, and the change is set to take effect on July 1, 2025. The city is obligated by law to ensure compliance with this new legislation as well as all existing Florida Department of Environmental Protection (FDEP) and Florida Department of Health (FDOH) regulations as a condition of its operating permit. It is important to note that use of any additive, including Fluorides, in public water systems is regulated and enforced by the State of Florida and not by local jurisdictions. The City of Homestead remains committed to delivering high-quality drinking water and will continue to comply with all applicable federal, state and local laws and public health regulations. For questions about water quality or regulatory changes, residents may contact Homestead Public Service’s Water Division at (305) 224-4630.

Signal installation at the intersection of SW 152 Avenue and Alex Muxo Jr Boulevard is now complete. The signal is currently operating in temporary flash mode—yellow on SW 152 Avenue and red on Alex Muxo Jr Boulevard—to alert drivers of the new traffic pattern.

The City of Homestead is leading the way as the first municipality to join Workforce.Miami, a Miami-Dade County initiative designed to bridge the gap between job seekers and local employers, bringing a new level of connectivity to job creation promises.

The proposal, sponsored by Councilman Tom Davis and approved unanimously by the City Council, authorizes the City Manager to take all necessary steps to implement the partnership.

Employers doing business with the City of Homestead will now have a dedicated platform to post open positions, making it easier for residents to find local jobs in real time, at workforce.miami/cityofhomestead.

“The program will enhance job readiness, support local businesses, and stimulate economic growth within the City of Homestead,” says the text of the resolution.

During the presentation, William Porro, Assistant Director for the Office of Innovation & Economic Development for Mayor Daniella Levine Cava and creator of Workforce.Miami, emphasized the program's direct, government-driven impact: “We wanted to do something that is innovating, straight to the point, and driven by municipal government, that usually gets the call when someone is looking for a job. Homestead will have the ability to connect the employers directly to job seekers.”

Porro also explained that Workforce.Miami introduces accountability for employers who commit to creating jobs: “This is a tool to keep employers accountable, when they say they will produce a particular number of jobs.”

Through the partnership, the City of Homestead will have its own dashboard on Workforce.Miami, offering direct access to job listings and workforce data. The website also

includes a robust continuing education section: “We probably have the biggest compilation of continuous education programs, apprenticeships, internships, and certifications 12 months or less,” Porro added.

Councilman Tom Davis highlighted the critical need for such a resource in the Homestead community: “This is exactly what our community needs. So much of our community is one paycheck away from homelessness. You have a job, you get laid off, and you don’t have two or three months of pay in the back to keep the mortgage running or keep your apartment. This will help people keep working and keep jobs in our community.”

Davis also emphasized the benefit for local military families: “The City Manager and I have met with Special Operations Command South. They have many dependents—family members and military spouses—who are looking for positions. They need to find work, and this is a tangible and meaningful way we can take care of those military families. Now, they’ll know that if they are permanently stationed in Homestead, this is where they can go to get a job.”

City Manager Zerry Ihekwaba added, “The Workforce.Miami initiative is crafted to upscale similar opportunities for city residents, at no cost for the City of Homestead. This is one of several opportunities the administration is looking to implement for local economic development.”

The City of Homestead is proud to announce that the absolute moratorium on Pump Station #22 (PS-22), a critical infrastructure within the City, has officially been lifted. As of April 21, 2025, the Miami-Dade County Department of Regulatory and Economic Resources (RER/DERM) concluded its review and determined that the City has satisfactorily met all agreed-upon conditions to transition PS-22 from "absolute moratorium" to "OK" status. PS-22 was originally placed under absolute moratorium in February 2022 due to capacity and infrastructure concerns. Since then, the City's Public Works Department has diligently worked to address and rectify these issues. The successful remediation of Pump Station #22 is a testament to the City's commitment to maintaining and improving its infrastructure. Pump Station #22 serves a 200-acre area encompassing approximately 9,321 residents and numerous businesses. A $2.51 million investment in the station's upgrade and hardening efforts has enhanced its capacity and resilience against severe weather events, ensuring reliable wastewater collection and treatment for the community. The lifting of the moratorium opens the door for new businesses and homes to connect to the public sewer in the area, aligning with the City's growth and revitalization plans. “This is a pivotal moment for our City,” said City Manager Zerry Ihekwaba. “Lifting the moratorium on PS-22 is more than just a technical achievement—it represents our unwavering focus on building a resilient and future-ready Homestead. This success is the result of strong interagency coordination, committed staff, and a clear vision for sustainable infrastructure that supports both current residents and future growth.” This progress underscores Homestead’s commitment to delivering sustainable infrastructure solutions that support responsible growth and enhance the quality of life for residents and businesses.

The City of Homestead is inviting residents, businesses, and community organizations to participate in a Pre-Development Meeting for the FY 2025-2026 CDBG Annual Action Plan. This meeting will provide an opportunity for the public to share their input on how federal funds should be used to support housing and community development programs.

The meeting will take place on Wednesday, April 23, 2025, from 5:30 PM to 6:30 PM at the Phichol Williams Community Center, located at 951 SW 4th St, Homestead, FL 33030.

As a recipient of federal funding from the U.S. Department of Housing and Urban Development (HUD), the City of Homestead expects to receive $917,424 in Community Development Block Grant (CDBG) funds and $388,732.07 in HOME Investment Partnership (HOME) funds. These funds are used to improve housing, enhance infrastructure, create economic opportunities, and improve the quality of life for low- to moderate-income residents.

Each year, the City is required to submit an Annual Action Plan outlining how these funds will be used. Public input is a key part of this process to ensure that the City addresses the most important needs of the community. Mario Knapp was appointed to this position by City Manager Zerry Ihekwaba and will officially begin his duties as Police Chief on January 1, 2025.

Mario Knapp brings a wealth of experience and a distinguished career in law enforcement to the position. A veteran of the Miami-Dade Police Department with over 27 years of service, Chief Knapp is renowned for his operational expertise, exceptional leadership, and commitment to public safety. Throughout his career, he has led both uniformed and specialized units, trained officers at all levels, and contributed significantly to the development of critical protocols for mass casualty events and active shooter situations. Notably, he played a pivotal role as the Command Post Incident Commander during the Surfside building collapse, where he coordinated emergency response efforts and supported the affected community.

This transition also marks the conclusion of the extraordinary tenure of current Police Chief Alexander E. Rolle, Jr., whose contract expires on December 31, 2024. Chief Rolle has served the Homestead Police Department for more than 40 years, and in 1998, he made history as the first African American to serve as Chief of Police in Homestead. His leadership and dedication have left an indelible mark on the department and the community, setting a strong foundation for the future.

In a significant step toward increasing digital access for all residents, the Homestead Mayor and City Council approved a Resolution to expand WiFi to all City of Homestead parks. This new initiative will bring free, high-speed internet to 11 out of 13 public parks across the city, as well as to the William F. Dickinson Community Center and the Phichol Williams Community Center, supporting increased digital connectivity and access to online resources.

The "WiFi in the Parks" initiative is part of the City’s ongoing commitment to bridge the digital divide, ensuring that residents from all backgrounds have access to vital online resources. With reliable internet now available in Homestead's parks and community centers, students can complete assignments, job seekers can access employment opportunities, and families can stay connected—no matter their location.

“We are proud to expand digital accessibility in Homestead,” said Mayor Steve Losner. “This initiative aligns with our commitment to provide essential services that meet the needs of our community and foster growth and opportunity for all.”

The installation process will begin shortly, with a phased rollout planned to bring WiFi to parks and community centers in the coming months.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Homestead.

REQUEST FOR RELEASE OF FUNDS

On or about December 20, 2024, the City of Homestead will submit a request to the State of Florida, Department of Commerce for the release of Community Development Block Grant-Disaster Recovery Infrastructure Repair Program (CDBG-DR) funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as Avocado Villas Potable Water System Improvements for the purpose of replacing existing water mains within the Avocado Villas neighborhood. The proposed project is anticipated to cost $4,708,599, of which, $4,519,000.00 is to be sourced from CDBG-DR funds and $189,599 from local City of Homestead funds. The proposed project area is generally bounded by SW 192^nd Avenue to the west, West Mowry Drive to the north, SW 189th Avenue to the east, and SW 328^th Street to the south in Homestead, Florida.

FINDING OF NO SIGNIFICANT IMPACT

 The City of Homestead has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at City of Homestead Public Works and Engineering, 551 SE 8^th Street, Homestead, Florida, 33030 and may be examined or copied weekdays 9 A.M to 4 P.M.

PUBLIC COMMENTS

 Any individual, group, or agency may submit written comments on the ERR to Mr. Eduardo Gonzalez, Assistant Director of Public Works & Engineering, at 551 SE 8th Street, Homestead, Florida, 33030, and 305-224-4786.  All comments received by December 19, 2024, will be considered by the City of Homestead prior to authorizing submission of a request for release of funds.   Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Homestead certifies to State of Florida, Department of Commerce that Dr. Nzeribe Ihekwaba, PE, in his capacity as City Manager, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  Commerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Homestead to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

Commerce will accept objections to its release of fund and the City of Homestead’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Homestead; (b) the City of Homestead has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Commerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the State of Florida, Department of Commerce, Office of Long-Term Resiliency at Caldwell Building, MSC-400, 107 East Madison Street, Tallahassee, Florida 32399-6508.  Potential objectors should contact Commerce to verify the actual last day of the objection period.

The City of Homestead is pleased to inform residents that the Miami-Dade County Department of Transportation and Public Works (DTPW) Bus Rapid Transit (BRT) South Date Transitway project is nearing completion, with two key intersections along the busway corridor—SW 328 Street within Homestead and SW 336 Street in Florida City—set to begin operations soon. The gate arms at these intersections are scheduled to begin functioning on November 11, 2024, at 6:00 AM.

The intersections will be closely monitored to ensure they are working as intended and that traffic flow remains smooth. To keep motorists informed, variable messaging signs will be placed on each side of the intersections starting two weeks before the anticipated November 11 operation date, advising the public of the changes. These efforts are part of the County’s ongoing commitment to enhancing transportation safety and efficiency.

Starting in December 2024, the DTPW will begin the phased implementation of the remaining gate arms at intersections along the BRT corridor. This process will begin at SW 344 Street and gradually move northward, with a few intersections placed into service each week until the project is fully operational.

The BRT system is a critical component of the South Corridor Transitway, designed to improve public transportation in South Miami-Dade County. Once fully completed, the BRT will operate along a 20-mile dedicated corridor, extending from Florida City to the Dadeland South Metrorail Station. This dedicated lane system allows buses to avoid traffic congestion, reducing travel times and providing commuters with a faster, more reliable transit option.

With dedicated lanes that bypass regular traffic, the BRT system allows riders to commute more efficiently and enjoy a smoother, faster transit experience. It is expected to significantly reduce travel times between South Miami-Dade and Downtown Dadeland, offering an accessible alternative to driving. The BRT project is part of the Miami SMART Plan, which aims to enhance the overall transportation infrastructure and increase mobility options for residents.

WHAT: City Council Workshop

Building on the successful Visioning Charrette held earlier this year, the City of Homestead will host a City Council Workshop to review and discuss plans that incorporate the community input gathered during the sessions. This workshop will be held on Tuesday, November 12, 2024, at 5:00 PM in the Homestead City Hall Council Chambers.

The Visioning Charrette, conducted from April 1 to April 4, 2024, provided residents, businesses, and property owners with an interactive platform to share their ideas on the future aesthetics, development patterns, and overall look and feel of four major districts of the city. During the four-day event, attendees collaborated with the design team to explore and discuss various neighborhood challenges and opportunities, ultimately helping to shape a shared vision for Homestead’s future.

At the upcoming workshop, City Council members and city staff will review and discuss the potential plans and initiatives based on the feedback received from stakeholders in the community. The workshop is an important next step in turning community ideas into actionable plans that will be reflected in the city code to shape the future aesthetics, development and blueprint for Homestead. 

“We’re excited to continue the conversation sparked by the Visioning Charrette,” said Interim Development Services Director David Hennis. “This workshop allows us to delve deeper into how those insights provided by the community translate into plans for Homestead’s growth and development.”

This workshop is open to the public, and all residents are encouraged to attend to stay informed and engaged in the planning process. For those unable to attend in person, the meeting will be available virtually at www.homesteadfl.gov/publicmeeting.

The City of Homestead is proud to announce that its Police Department has been awarded a $249,962 grant from the Department of Justice (DOJ) as part of the Community Policing Development (CPD) program. This significant funding will support the department's efforts to achieve law enforcement accreditation, enhancing its ability to serve and protect the community. 

The grant is designed to improve public safety through the professionalization of police agencies. Accreditation provides a framework for agencies to establish best practices in policing, strengthening accountability, transparency, and community trust. By meeting these standards, agencies build confidence among the communities they serve. 

This award is a pathway for attaining the highest standards of policing and promoting transparency in law enforcement. It is a testament to the dedication and commitment of the Homestead Police Department under Chief of Police, Alexander Rolle, Jr., and the command leadership. 

The Community Policing Development program, administered by the DOJ’s Office of Community Oriented Policing Services (COPS Office), provides resources to help law enforcement agencies enhance community policing practices and build safer neighborhoods. With this funding, Homestead’s Police Department will be able to pursue accreditation, ensuring its policies and procedures reflect the latest advancements in public safety, accountability, and community engagement. 

“This grant represents a major step forward for our city. Achieving accreditation will not only enhance the capabilities of our law enforcement, assure the respect of their professional peers but also reinforce the trust between our officers and the community,” said City Manager Zerry Ihekwaba. “Accreditation will help ensure that we continue to evolve in our practices, improving service delivery and fostering stronger relationships with the community we serve.” 

The City of Homestead remains committed to creating a safe and transparent environment for its residents, and this grant will significantly contribute to strengthening the department's operations. 

Due to the anticipated impact of Hurricane Milton, all City of Homestead facilities will be closed on Thursday, October 10, 2024. Essential services, including Police, Public Works & Engineering, and Homestead Public Services (HPS), will continue to operate as necessary.

Please take note of the following updates:

• Solid Waste Services: No collection on Thursday, October 10, 2024; the drop site will also be closed.
• Building & Construction Inspections: Canceled for Thursday, October 10, 2024, with inspections rescheduled for the next business day.
• Parks and Cybrarium: All closed on Thursday, October 10, 2024.
• Homestead Trolley & FreeBee: Will operate as usual unless wind speeds exceed 35 MPH.
