Register as a Contractor / Utility Owner
Contractor Registration & Updates
As of October 1, 2025, all Contractors and Utility Owners operating within the City of Homestead must register through EPL-B.U.I.L.D using the Register as a Contractor/Utility Owner application.
Contractors (LPs) may submit a new registration application online at EPL-B.U.I.L.D.
Gather the Necessary Documents
To complete account registration, you will need the following documents and information:
- Company Information
- Company Name, Company Address, Company Phone Number, Email Address
- Business Tax Receipt Number (Miami Dade County and/or City of Homestead)
- Employee Identification Number (EIN#)
- State License (DBPR)
- Certificate of Insurance
- Liability Insurance
- Worker's Compensation (Exemption Waiver, if applicable)
- Business Automobile
- Qualifiers
- Name, Address, Email, Phone Number
- Specialty License
- Driver's License
Licensing Insurance Requirements
Contractors Doing Business with the Development Services Department
Contractors are required to provide valid certificates of liability insurance and proof of Workers' Compensation Insurance.
Owner-builders applying for an owner-building permit are required to provide proof of insurance for the construction project, or alteration/renovation projects, in the following amounts:
- Liability Insurance for $50,000 per person
- $100,000 per accident, for bodily injury
- $5,000 per accident, for property damage
Utility Owners Doing Business with the Department of Public Works
Certificate of Insurance. Refer to the samples according to the work the company will be applying for. If the scope of work changes at any time, the COI must be revised accordingly.

Approval & Activate your Contractor Registration
The applicable departments will review your documents and information within 48 hours. Please be sure to whitelist the email address eplnotifications@homesteadfl.gov
to ensure you do not miss correspondence from the City of Homestead.
Renewal
As a registered contractor, you will receive notifications from the City of Homestead as your license approaches expiration. It is important that you keep your records updated with the City to avoid disruption in your ability to get permits issued by the City.
Contractor License Lookup
Neighbors and Contractors may also visit EPL-B.U.I.L.D. to do a Licensed Professional Search to see if a license is registered with the City or to run a report to check the expiration of the documents.
Licenses cannot be searched for, added to an application or be linked to an account until the license is registered with the City and all documents are current. Expired licenses aren't searchable in the system.
